  As the office sensed quite correctly from my daily reports, I was growing sorry for myself. I used to read timetables at night, and often in the evening I would somehow find myself by the C & O tracks when the George Washington swept by, its steamy windows a reminder of civilization left behind. I was also sorry for many of the storekeepers, most of whom existed on a precarious credit relationship with wholesalers, and as a consequence I sold them very little of anything.

  The company sent its head training supervisor to see if anything could be salvaged. After several days with me, this old veteran of the road told me he knew what was the matter. It wasn’t so much my routine, wretched as this was. It was my state of mind. “Fella,” he told me, “you will never sell anybody anything until you learn one simple thing. The man on the other side of the counter is the enemy.”

  It was a gladiators’ school we were in. Selling may be no less competitive now, but in the Vick program, strife was honored far more openly than today’s climate would permit. Combat was the ideal—combat with the dealer, combat with the “chiseling competitors,” and combat with each other. There was some talk about “the team,” but it was highly abstract. Our success depended entirely on beating our fellow students, and while we got along when we met for occasional sales meetings the camaraderie was quite extracurricular.

  Slowly, as our sales-to-calls ratios crept up, we gained in rapacity. Somewhere along the line, by accident or skill, each of us finally manipulated a person into doing what we wanted him to do. Innocence was lost, and by the end of six months, with the pack down to about twenty-three men, we were fairly ravening for the home stretch back to the Cloud Club. At this point, the company took us off general store and grocery work and turned us loose in the rich drugstore territory.

  The advice of the old salesman now became invaluable. While he had a distaste for any kind of dealer, with druggists he was implacably combative. He was one of the most decent and kindly men I have ever met, but when he gave us pep talks about this enemy ahead of us, he spoke with great intensity. Some druggists were good enough fellows, he told us (i.e., successful ones who bought big deals), but the tough ones were a mean, servile crew; they would insult you, keep you waiting while they pretended to fill prescriptions, lie to you about their inventory, whine at anything less than a 300 per cent markup, and switch their customers to chiseling competitors.

  The old salesman would bring us together in batches for several days of demonstration. It was a tremendous experience for us, for though he seemed outwardly a phlegmatic man, we knew him for the artist he was. Outside the store he was jumpy and sometimes perspired, but once inside, he was composed to the point of apparent boredom. He rarely smiled, almost never opened with a joke. His demeanor seemed to say, I am a busy man and you are damned lucky I have stopped by your miserable store. Sometimes, if the druggist was unusually insolent, he would blow cigar smoke at his face. “Can’t sell it if you don’t have it,” he would say contemptuously, and then, rather pleased with himself, glance back at us, loitering in the wings, to see if we had marked that.

  Only old pros like himself could get away with that, he told us in the post-mortem sessions, but there were lots of little tricks we could pick up. As we gathered around him, like Fagin’s brood, he would demonstrate how to watch for the victim’s shoulders to relax before throwing the clincher; how to pick up the one-size jar of a competitive line that had an especially thick glass bottom and chuckle knowingly; how to feign suppressed worry that maybe the deal was too big for “the smaller druggist like yourself” to take; how to disarm the nervous druggist by fumbling and dropping a pencil. No mercy, he would tell us; give the devils no mercy.

  We couldn’t either. As the acid test of our gall the company now challenged us to see how many drugstores we could desecrate with “flange” signs. By all the standards of the trade this signposting should have been an impossible task. Almost every “chiseling competitor” would give the druggist at least five dollars to let him put up a sign; we could not offer the druggist a nickel. Our signs, furthermore, were not the usual cardboard kind the druggist could throw away after we had left. They were of metal, they were hideous, and they were to be screwed to the druggists’ cherished oak cabinets.

  The trick was in the timing. When we were in peak form the procedure went like this: Just after the druggist had signed the order, his shoulders would subside, and this would signal a fleeting period of mutual bonhomie. “New fella, aren’t you?” the druggist was likely to say, relaxing. This was his mistake. As soon as we judged the good will to be at full flood, we would ask him if he had a ladder. (There was a ladder out in the car, but the fuss of fetching it would have broken the mood.) The druggist’s train of thought would not at that moment connect the request with what was to follow, and he would good-naturedly dispatch someone to bring out a ladder. After another moment of chatter, we would make way for the waiting customer who would engage the druggist’s attention. Then, forthrightly, we would slap the ladder up against a spot we had previously reconnoitered. “Just going to get this sign up for you,” we would say, as if doing him the greatest favor in the world. He would nod absent-mindedly. Then up the ladder we would go; a few quick turns of the awl, place the bracket in position, and then, the automatic screw driver. Bang! bang! Down went the sign. (If the druggist had been unusually mean, we could break the thread of the screw for good measure.) Then down with the ladder, shift it over to the second spot, and up again.

  About this time the druggist would start looking up a little unhappily, but the good will, while ebbing, was still enough to inhibit him from action. He felt sorry for us. Imagine that young man thinking those signs are good looking! Just as he would be about to mumble something about one sign being enough, we would hold up the second one. It had a picture on it of a woman squirting nose drops up her nostrils. We would leer fatuously at it. “Just going to lay this blonde on the top of the cabinet for you, Mr. Jones,” we would say, winking. We were giants in those days.

  I suppose I should be ashamed, but I must confess I’m really not, and to this day when I enter a drugstore I sometimes fancy the sound of the awl biting irretrievably into the druggist’s limed oak. I think the reader will understand, of course, that I am not holding up the Vick School of Applied Merchandising as an ideal model, yet I must add, in all fairness to Vick, that most of us were grateful for the experience. When we get together periodically (we have an informal alumni association), we wallow in talk about how they really separated the men from the boys then, etc. It was truly an experience, and if we shudder to recall the things we did, we must admit that as a cram course in reality it was extraordinarily efficient.

  The general electric program to which I now turn was in full force in the thirties and is actually an older one than the Vick’s program. Where the latter was a late flowering of a philosophy already in the descendant, however, GE’s was a harbinger of things to come, Even today, it is still somewhat ahead of its time; at this moment there are not many corporation training programs which come near General Electric’s, either in the size or elaborateness of facilities or, more importantly, in consistency of principles. Yet I believe that as we take up these principal features of the General Electric program, we will be seeing what in a decade or so hence may be the middle of the road.*

  The most immediately apparent thing about the General Electric program is the fact that it is a school. While the plants serve as part of the campus, the company maintains a full-time staff of 250 instructors and an educational plant complete to such details as company-published textbooks, examinations, classrooms, and alumni publications. In direct operating costs alone the company spends over five million dollars annually—a budget larger than many a medium-sized college.

  The program is highly centralized. To keep this plant running, GE’s corps of recruiters each year delivers between 1,000 and 1,500 college graduates, mostly engineers, to the company’s Schenectady headquarters. There the trainees enter what is for
them a continuation of college life. Like fraternity brothers, they live together in boarding houses and attend classes in groups. For afterhours recreation, they have the privileges of the Edison Club where, along with other GE employees with college degrees, they can meet after classes to play golf, bridge, and enjoy a planned series of parties and dances. (GE employees who haven’t gone to college are eligible to join if they have achieved a supervisory rating.)

  The curriculum is arranged in much the same manner as a university’s. The trainee enters under one of several courses, such as engineering and accounting. All these courses will have much in common, however, for the trainee’s first eighteen months are regarded as the basic part of his training. At the end of this time he will then go on to a “major.” If he has been in the manufacturing training course, for example, he can elect as a major factory operations, manufacturing engineering, production and purchasing, or plant engineering.

  The work the trainee does during this training is not, like Vick’s applied merchandising, considered an end in itself. From time to time the trainee will work at specific jobs, but these jobs, while not mere make-work, are outside the regular cost-accounted operations of the company. The company considers them vehicles for training, and it rotates students from one to another on a regular schedule.

  the most noteworthy feature of the general electric approach is the emphasis on the “professional” manager. As in all training programs, the bulk of the instruction is on specifics. Unlike most, however, there is considerable study in subjects that cut across every kind of job. Trainees study personnel philosophy, labor relations, law, and, most important, the managerial viewpoint.*

  Only a minority of the trainees will ever become managers; in ten years 1,500 to 2,000 executive slots will open up, and this means that most of the thousands of young men trained during this time will never get further than middle management. Nevertheless, it is those future executive slots that the company is thinking of, and it makes its concern plain to the trainee. On the report card form for trainees, there is a space for an evaluation as to whether the trainee is suited “for individual contribution” or whether, instead, he is suited “to manage the work of others.” The company tells the trainees that it is perfectly all right for them to aim at “individual contribution,” which is to say, a specialty. It would be a dull trainee, however, who did not pause before consigning himself to such a role. In one of GE’s textbooks there is a picture of a man looking at two ladders. One leads up to a specialty, the other to general managing. The question before the young man, the textbook states, is: “Will I specialize in a particular field?”—or “Will I become broad-gauge, capable of effort in many fields?”

  Who wants to be narrow-gauge? Trainees do not have to read too strenuously between the lines to see that one should aim to manage; as a matter of fact, they are predisposed to read a good bit more between the lines than many of their elders would like them to. Which brings us to an important point. In gauging the impact of the curriculum on the young man, his predispositions are as important as the weighting of the courses. Elders at General Electric can demonstrate that the actual amount of time devoted to the abstract arts of management is far less than the time devoted to specific skills. But the managerial part is what the trainees want to hear—and they want to hear it so much that one hour’s exposure to the managerial view can be as four or five hours of something else in proportion to its effect on impressionable minds. Trainees are interested, to be sure, in how turbines are made, in the techniques of the accounting department and such, but they do not want to be too interested. It would make them unbalanced.

  They regard specific work very much as many educators view “subject matter” courses: narrowing. As trainees play back the lesson, they see a distinction, sometimes a downright antithesis, between the qualities of the broad-gauge executive and the qualities that one must have to do a superlative piece of concrete work. Not work itself but the managing of other people’s work is the skill that they aspire to. As they describe it, the manager is a man in charge of people getting along together, and his expertise is relatively independent of who or what is being managed. Or why.

  Not surprisingly, the part of the curriculum for which they have the greatest affinity is the human-relations instruction. They are particularly enthusiastic about the “Effective Presentation” course worked up by the sales-training department. They can hardly be blamed, “you can always get anybody to do what you wish,” the textbook proclaims. To this end the students spend four months eagerly studying a battery of communication techniques and psychological principles which General Electric tells them will help them to be good managers. (Sample principle: “Never say anything controversial.”)

  There is nothing novel about teaching people how to manipulate other people, and GE’s scientific psychological techniques bear a strong resemblance to the how-to-be-a-success precepts standard in the U.S. for decades. What is different about them is their justification. They are not presented on the grounds that they will help make people do what you want them to do so that you can make more money. GE trainees see it in much more eleemosynary terms. They do like the part about selling yourself to others so you can get ahead, for they think a lot about this. But they don’t abide the thought of enemies on the other side of the counter; they see the manipulative skills as something that in the long run will make other people happy. When in years to come the trainees are charged with the destiny of subordinates—a possibility most take remarkably much for granted—they will be able to achieve a stable, well-adjusted work group. They won’t drive subordinates, they explain. They will motivate them.

  Trainees are also predisposed to emphasis on co-operation rather than competition, and this they get too. The emphasis is built into the structure of the school. For one thing, the student is given a high measure of security from the beginning, and while there may be promotion of the fittest there can be survival for all. There are exceptions, but one must be a very odd ball to be one. For the first two years the trainee is part of a system in which his salary raises will be automatic, and while later on he will be more on his own there will be no planned elimination as there was at Vick, nor an up-or-out policy such as the Navy’s.

  To get ahead, of course, one must compete—but not too much, and certainly not too obviously. While overt ambition is a bad posture for the ambitious anywhere, the GE system has especial sanctions for the rate-buster. The trainee is, first of all, a member of a group, and the group is entrusted to a surprising degree with the resolution of his future. How well, the company wants to know, does he fit in? His fellow trainees provide the answer, and in the “case study” group discussions the eager beaver or the deviant is quickly exposed. And brought to heel. Trainees speak frequently of the way close fraternity life atmosphere is valuable in ironing out some trainees’ aberrant tendencies. It may be tough on him, they concede, but better now than later. In a few years the trainee will be released from this close association and the social character that he has perfected will be a fundamental necessity; he will be moving from one company branch to another, and he must be able to fit into the same kind of integrated social system.

  The company officially recognizes the disciplining of the group. In its periodic rating of the man, the company frequently calls on his comrades to participate in the rating. If a man is liked especially well not only by his superiors but by his peers, he may be given the job of guiding about eight or ten of his fellow trainees. He is now a “sign-up,” and if he keeps on maturing he may become a “head-of-tests,” the seven “sign-ups” reporting to him. Since the opinions of one’s peers are so integral to advancement, this system virtually insures that the overzealous or the “knocker” type of man will not get ahead—or, at the very least, that he will successfully remold himself to the managerial image.

  The fact that the trainee must spend so much time thinking of what other people think of him does not oppress him. Quite the opposite, the constant s
urveillance is one of the things the average trainee talks about most enthusiastically. The rating system is highly standardized, he explains; it is the product of many people rather than one, and this denominator of judgments frees him from the harshness or caprice that might result from the traditional boss-employee relationship. He is also freed from being ignored; the system insures that other people must be thinking about him quite as much as he is thinking about them, and for this reason he won’t get pigeonholed. At General Electric, as one trainee remarked, not only can’t you get lost, you can’t even hide.

  Needless to say, ambition still pulses, and I am not trying to suggest that the General Electric man is any less set on the main chance than my Vick comrades. It is quite obvious, nevertheless, that he must pursue the main chance in a much more delicate fashion. To get ahead, he must co-operate with the others—but co-operate better than they do.

  The rules of the game do permit a few lapses, but these lapses, characteristically, are the display of personality. Somewhere along the line the trainees must get themselves hired into a regular job, and to do this they must attract the attention of superiors. There is a tacit understanding among trainees that it is perfectly all right to make a bald play to get on a first name-basis with superiors that might do one some good. “As soon as you know your way around a new department you start telephoning,” one trainee explains, tapping the intercommunication telephone directory. “Believe me, this little green book here is a man’s best friend.” The company encourages superiors to encourage this kind of contact. “I or anybody else,” another trainee says, “can walk into a manager’s office just as easily as we can each other’s. By ten o’clock of the day I hit the New York office I was calling everybody by his first name.”

  In contrasting the general electric type program with the old Vick’s program, I have been contrasting extremes. The dividing line they illustrate, however, is one that more and more companies are having to recognize. For a long time businessmen have been rather carelessly talking about the coming of the “professional manager” as if this development was merely a further refinement of the mixture as before. When executives began expanding trainee programs right after the war, management literature on the subject gave no evidence that there were any policy issues involved, and the matters discussed were mainly those of the length of time men should be trained, the frequency of their rotation, and the like.
