  Conflict, change, fluidity—these are the evils from which man should be insulated. To Warner, the unconscious yearning for belongingness was all-important. During the time he and his associates were at Newburyport, the workers in the shoe factory there went on strike. Ostensibly, the strike was over economic matters; the workers thought they wanted more money. But Warner and his colleagues saw it another way. They saw so many other factors that they produced a book on the subject (called, somewhat flatly, The Social System of the Modern Factory). The real cause of the strike, the book implies, was not so much the economic plight of the workers as the social one. Back in the eighteen-hundreds they had enjoyed the status that comes from a firm hierarchy of skills and there had been the steadying hand of the paternal local capitalists. But now increased mechanization, while not rampant in the shoe industry, had downgraded the old high-status jobs; equally unfortunate, the absentee ownership of “Big City capitalism” had supplanted the local oligarchy. Whether they knew it or not, in short, the workers struck because the cohesive society of old had broken down.

  Someday someone is going to create a stir by proposing a radical new tool for the study of people. It will be called the face-value technique. It will be based on the premise that people often do what they do for the reasons they think they do. The use of this technique would lead to many pitfalls, for it is undeniably true that people do not always act logically or say what they mean. But I wonder if it would produce findings any more unscientific than the opposite course.

  That strike at Newburyport, for example. Warner did devote a couple of sentences to the logical, economic factors, but it’s clear in reading the other three hundred pages that he feels that the real cause lay in the fact that there was no longer any “hierarchy of skills” that used to give workers a sense of satisfaction and status. Well, maybe so, but most of the workers who struck didn’t happen to have been around to remember the idyllic days of old described by Warner, and it is somewhat debatable if they would have liked them quite as much as Warner seems to believe they would. As far as I can gather from a careful reading of Warner’s account of it, the workers acted with eminent logic. They wanted more money; the employers didn’t want to give it to them; the workers banded together in strike, and the employers gave in. Is it so very naïve, then, to explain this strike as very much of an economic matter? Any more naïve than to attribute it to a nostalgia for ancient paternalism? Who has the nostalgia?

  In fairness to Warner, it should be pointed out that he has subsequently been coming to the view that there is more mobility than Newburyport would suggest. His followers, however, have not been so flexible, and the Warner thesis, for all the defections of its author, remains a very powerful force. Among educators in particular it is one of the principal ideological bases for the belief that only a segment of society should be schooled in the humanities. The majority, goes the idea, should be taught lesser skills; rather than tantalize themselves with aspirations, they should adjust to the fact of a fairly fixed social system.

  Neither warner nor mayo had much enthusiasm for the union as a social group; in Mayo’s case it split loyalties in the factory scheme of things; in Warner’s case it split the loyalties of the stable, fixed, small community. It could be argued, however, that if workers needed an embracing group the union had as much right to be it as any other group. Which brings us to the third variation on belongingness—the proposition of Frank Tannenbaum. Unlike Mayo, he is the father of no school; he is an historian rather than a labor leader. But his views are well worth examining all the same; they may not be symptomatic of labor thought but they are symptomatic of the growing quest for belongingness.

  In the opening pages of Tannenbaum’s A Philosophy of Labor (New York: Knopf, 1951) there is the customary salute to the Middle Ages.

  Membership in a guild, manorial estate, or village protected man throughout his life and gave him the peace and serenity from which could flow the medieval art and craft. The life of man was a nearly unified whole. Being a member of an integrated society protected and raised the dignity of the individual and gave each person his own special role. Each man, each act, was part of a total life drama, the plot of which was known and in which the part allotted to each was prescribed. No one was isolated or abandoned. His individuality and his ambitions were fulfilled within the customary law that ruled the community to which he belonged.

  Then came the Industrial Revolution and paradise lost.

  The Industrial Revolution destroyed the solid moorings of an older way of life and cast the helpless workers adrift in a strange and difficult world. The peasant who had been reared in the intimacy of a small village … now found himself isolated and bewildered in a city crowded with strangers and indifferent to a common rule. The symbolic universe that had patterned the ways of men across the ages in village, manor, or guild had disappeared. This is the great moral tragedy of the industrial system.

  To make matters worse, Tannenbaum continues, the philosophers of the enlightenment rationalized this breakdown of the old society in terms of individualism. “This doctrine gave the social disintegration then taking place a moral purpose…. In its extreme form the theory seemed to advance the idea that the best society was that in which organized human relations and responsibilities were least.”

  As Tannenbaum rightly points out, this doctrine of self-sufficiency was all very fine for the bourgeoisie, but for the workers, self-sufficiency was an illusion. In learning this, however, the workers were taking the first steps to re-creating a community. In making them recognize their individual helplessness, the employers made them recognize their common strength. “The trade-union,” as Tannenbaum says, “was the visible evidence that man is not a commodity, and that he is not sufficient unto himself.”

  The kind of sufficiency Tannenbaum is most concerned with is social rather than economic, and thus to him the real promise of the unions lay in their potential as a social unit. But the workers, no less affected by the Protestant Ethic than their employers, had too pressing an agenda to be diverted from bread-and-butter economic matters. Thus, in fighting the unions, the employers were diverting the unions’ energies from the ultimate goal. And the employers didn’t do it just to save money; they resisted unionization “because a society tends to become an all-embracing way of life.”

  Now, however, Tannenbaum argues that the unions are at last in a position to become instruments of “governance” rather than instruments of war. “Only when the battle for recognition is finished can the institutional role come into its own. If the trade-union could not fulfill its larger responsibilities, it would have no reason for existence, would not be a true society, would have no moral role, and would disintegrate.” The true end, then, is for a society in which the worker, like his ancestors in the Middle Ages, will be firmly rooted in a group with customs, laws, and guides. He will lose his mobility—not for him the upward—and individual—path to the managerial world; the “fluidity,” both geographic and social, that we will see in suburbia is precisely the thing Tannenbaum wants to insulate man from. And the trend away from fluidity is not to be denied. “Institutionally the trade-union movement is an unconscious effort to harness the drift of our time and reorganize it around the cohesive identity that men working together always achieve. That is why the trade-union is a repudiation of the individualism of the French Revolution and the liberalism of English utilitarian philosophers.”

  Tannenbaum seems to be working the other side of the street from Mayo and Warner. But while they are truer to the medieval spirit in wanting the nobility rather than the serfs to be in charge, the outlook is the same. Any dispute is merely jurisdictional; they don’t agree on which group should do the embracing but they are all of a piece on the idea the embracing should be done—although not by the state, for that would be totalitarian.

  I do not mean to deprecate study of the function of groups. One can study something without deifying it, and a recognition that a society can be all embrac
ing doesn’t require belief that it should be. The most vigorous criticism of the human-relations doctrine has come from social scientists, and most of them have by no means been uninterested in the power of the group or its value. However one differs with the findings of particular studies, the point at issue should be the findings, not the fact of the studies. An obvious point perhaps, but there does seem too little middle ground between the near-evangelical acceptance of social-science research on the one hand, and the damnation of it as the improper study of mankind because its particulars are found wanting.

  Nor do values mar it; the point is to recognize the values that we may judge them. Mayo made his quite explicit, and in fairness to him and the other pioneers of human relations, we must remember the prevailing climate of opinion at the time; as John Dewey was to authoritarian education, so they were to authoritarian industry. Mayo emphasized group cohesiveness and administrative social skill so much because he felt—with considerable justification—that Americans had been slighting these matters. At a time when the people in charge of big organizations clung to the mechanistic views of the efficiency experts, Mayo brought a badly needed shift in perspective; he helped sensitize a steady stream of influential management people to the importance of the whole vast informal network beneath them and the necessity of comprehending it. One does not have to go along with Mayo’s philosophy of the adaptive society to recognize the benefits in better management that he helped bring about.

  But what was once counter-cyclical is now orthodoxy. Already human relations is a standard part of the curriculum of the business schools and it will not be very long before it is standard in the high schools too. Human relations can mean a lot of things—as one critic defines it, it is any study called human relations to escape the discipline of established theory in the appropriate field. But, generally speaking, most human-relations doctrine is pointed toward the vision of Mayo, and this reinforces what many people are already very well prepared to believe.

  Particularly, the organization man. Who is the hero in human relations? In the older ideology, it was the top leader who was venerated. In human relations it is the organization man, and thus the quasi-religious overtones with which he gratefully endows it. The older ideology provided an unsatisfactory view of the system for the large and growing bureaucratic slice of management. The human-relations doctrine, however, not only tells them that they are important, but that they are the key figures. As sociologist Reinhard Bendix has observed, in the new managerial ideology, it is not the leaders of industry that are idealized—if anything, they are scolded—but the lieutenants. The people that the workers are to co-operate with are not the top employers but enlightened bureaucrats.

  At times it almost seems that human relations is a revolutionary tool the organization man is to use against the bosses. Listen to an unreconstructed boss give a speech castigating unreconstructed bosses for not being more enlightened about human relations, and you get the feeling the speech is a subtle form of revenge on the part of the harried underling who wrote it. For reasons of protocol, organization men publicly extol human relations for the beneficial effects it casts downward, but privately they spend most of their time talking about using it upward. Whenever there is responsible criticism of human relations, there is a hurt response from middle management staff people, and, invariably, the complaint boils down to something like this: Why, why hurt us? Many of the criticisms are true all right—some people have gone haywire on this—but we progressives have a tough enough fight converting the reactionaries on top, and any criticism at this time only gives aid and comfort to them.

  It is not an easy complaint to answer—many older executives are indeed reactionary and many are against human relations for strange reasons. What makes the complaint particularly tough to answer, however, is the trusting way organization men assume that only techniques are subject for criticism and that surely the goals must be noncontroversial. They thought that battle was won long ago. So it was. If I do not dwell more in this book on the beneficial aspects of human relations, it is because they have been reiterated quite enough already.

  In practice, of course, corporations have not changed their ways quite so much as their self-congratulations on human relations suggest, and many a highly publicized program is only a sugar-coating of the mixture as before. Because there remains a divergence between precept and practice, however, does not mean that the precept is any the less important. While older men may appropriate the vocabulary of human relations without the underlying philosophy, the younger men believe. They have had an indoctrination their superiors did not, and though experience may disillusion them somewhat they view the day of their ascension with genuine missionary zeal.

  The point I am trying to make is not that the corporation, or any other specific kind of organization, is going to be the citadel of belongingness. The union of Frank Tannenbaum, the community of Lloyd Warner, the corporation of Elton Mayo—each is in conflict as to which group is going to furnish the vital belongingness, and these three by no means exhaust the roster of groups proposed. Spokesmen in other areas have similarly bewailed the lack of an encompassing, integrated life, and in an excess of good will have asked that their group take over the whole messy job. Many a contemporary prescription for utopia can be summarized if you cross out the name of one group and substitute another in the following charge: Society has broken down; the family, the church, the community, the schools, business—each has failed to give the individual the belongingness he needs and thus it is now the task of —— group to do the job. It is fortunate there are so many groups; with such competition for the individual psyche it is difficult for any one of them to land the franchise.

  But ideologically these pleas do not cancel each other out. For there is always the common thread that a man must belong and that he must be unhappy if he does not belong rather completely. The idea that conflicting allegiances safeguard him as well as abrade him is sloughed over, and for the people who must endure the tensions of independence there is no condolence; only the message that the tensions are sickness—either in themselves or in society. It does not make any difference whether the Good Society is to be represented by a union or by a corporation or by a church; it is to be a society unified and purged of conflict.

  To turn about and preach that conflicting allegiances are absolute virtues is not justified either. But at this particular time the function they perform in the maintenance of individual freedom is worthy of more respect. Clark Kerr, Chancellor of the University of California, at Berkeley, has put it well:

  The danger is not that loyalties are divided today but that they may be undivided tomorrow…. I would urge each individual to avoid total involvement in any organization; to seek to whatever extent lies within his power to limit each group to the minimum control necessary for performance of essential functions; to struggle against the effort to absorb; to lend his energies to many organizations and give himself completely to none; to teach children, in the home and in the school, “to be laws to themselves and to depend on themselves,” as Walt Whitman urged us many years ago—for that is the well source of the independent spirit.

  CHAPTER 5 Togetherness

  It is the organization man, then, more than the worker whom he wishes to serve, who most urgently wants to belong. His quest takes many forms; in this chapter I would like to examine the most concrete one: his growing preoccupation with group work. The group that he is trying to immerse himself in is not merely the larger one—The Organization, or society it
self—but the immediate, physical group as well: the people at the conference table, the workshop, the seminar, the skull session, the after-hours discussion group, the project team. It is not enough now that he belong; he wants to belong together.

  One reason that he is so fascinated with group work, of course, is the simple fact that there is now so much more of it. Organization life being what it is, out of sheer necessity he must spend most of his working hours in one group or another, and out of self-defense, if not instinct, the committee arts must become reflex with him. But more than necessity is involved. Where the immersion of the individual used to be cause for grumbling and a feeling of independence lost, the organization man of today is now welcoming it. He is not attempting to reverse the trend and to cut down the deference paid to the group; he is working to increase it, and with the help of some branches of the social sciences he is erecting what is almost a secular religion.

  There are two bases for this movement, one scientific, the other moral. The scientific basis can be stated very simply. It is now coming to be widely believed that science has proved the group is superior to the individual. Science has not, but that is another matter. Mistaken or not, the popularized version of the science of the group is a social force in its own right, and it holds that experiments have shown that in human relations the whole is always greater than the sum of its parts and that through “interaction” we can produce ideas beyond our capabilities as individuals. The new dynamism, furthermore, is not to apply merely to the day-to-day work of getting things done; it is, presumably, going to envelop creative work too, and in areas until recently considered sacrosanct to the individual it is already having some effect. The scientific genius, for example. As I will take up in later chapters, there is a growing thought that he is an anachronism—a once valuable, but now unnecessary, prelude to the research team. And not an idle thought; in the name of science, administrators are taking some practical measures to insure that he will in fact be an anachronism.
